Some Properties of Value Systems and Structures

First, those which seem to apply generally:

1. If stated in general terms, value systems are very stable through time in different cultures. At all times, everywhere, and in all languages good is more highly valued than evil, health is preferred to illness, democracy and freedom, even in ancient Greece, to slavery and suppression. Value systems that are expressed without reference to a particular situation are very stable; for instance, “Man should be good” is valid eternally.

2. There are almost no value categories that apply universally. They are formulated according to a certain class of problem situations and not to all situations. In war, for example, different courses may be good or admissible according to a value system and the same general value statements do not apply in peacetime. Many things admitted in peace are not admitted in war, also.
